The water powered backup sump pump has is own float that is set to lift and turn on the backup pump at a water level above the float activation height of the primary sump pump. When the backup sump pump float is lifted, the backup pump will begin pumping and it will be powered by a water supply line that is piped to it. The backup pump will turn off once the water level in the pit drops down to a certain point.
